Irrefutably, with international tourism serving as the backbone of many economies of the world, there is a long-term debate about whether overseas tourists should pay more for visiting scenic spots and historical relics than local inhabitants. Publicly, some say yes and some say no. Personally, I think the higher price for foreigners is generally acceptable or even indispensable, and the supporting reasons will be expounded in the following paragraphs. The primary reason against the difference of charge lies in the fairness. After mixture over centuries, present culture elements have been the universal wealth worldwide, far beyond the borders of nations, races or politics, which means in the eyes of foreigners, charging equally is a necessity because it represents their rights to freely and fairly appreciate a common culture. A good example is the museum of Britain which deposits, depicts and displays thousands of exotic items, such as monuments from Egypt, porcelains from China and marble sculptures from Greece and Rome. Obviously, there is no justification for a Chinese, an Egyptian or an Italian to pay more for watching these antiques stemming from their own countries. However, there are two fundamental arguments for supporting more fees on foreign tourists. Firstly, invisible initial payment of locals is never printed on the ticket, but it should not be overlooked. In fact, the protection of these cultural and historical spots mainly depends on domestic resources like social tax, jobs and efforts from the local public. Therefore, it is reasonable for local residents to own the admission at a low price, in terms of their hidden contributions to maintaining these places by paying tax, financial donation and on-holiday voluntary activities like cleaning-up program for local museums or old temples. In other words, for foreign travelers who are non-taxpayers for the local, there should not be an allowance of low-price privilege for them. In addition, higher expense is an option to avoid the population expansion of foreign tourists. Actually, for local community, many historical buildings serve the religious function with the superiority over the tour purpose. For example, in China, many temples are naturally applied by locals for holding the traditional ceremony of ancestor worship. However, this solemn process is very likely to be influenced and interrupted by the overflow of international tourists, for the reason that their visiting would make the site overcrowded and noisy. Therefore, by charging foreign travelers more, the total amount of visitors would be limited, thus ensuring a quiet and safe historical place to fulfill its cultural missions. In conclusion, disparate criteria of charge for foreign visitors are reasonable. Although a certain culture now belongs to the whole world, instead of the local population, it is undeniable that higher prices are impartial for foreigners who make no contributions to the preservation of historic attractions, and are serving to prevent local cultural spots from being overcrowded.(474字)
