　　China has a points system for household registration that takes technological contributions, skills and work experience in the city into consideration. A certain amount of points are needed for outsiders who want to become a registered resident of a popular city, such as Shanghai and Tianjin. Compared to the slow-moving household registration reform, this new points system for household registration has practical value. It will help local companies attract and keep talent, and will also help solve some problems the migrant population has to endure at the moment.
