　　Initiated by the Ministry of Agriculture in 1988, the Shopping Basket Program is a continuous project designed to systematically alleviate the scarcity of non-staple foods in China. To this end, a service chain has been established to increase the production of meat, milk, aquaculture, and vegetables. This involves both the central and local governments, and guarantees that fresh vegetables will be available to citizens year-round. In roughly the mid-1990s, the project had mostly solved the problem of food scarcity and eliminated long-term shortages of non-staple foods.
