　　去產(chǎn)能是指為了解決產(chǎn)品供過于求而引起產(chǎn)品惡性競爭的不利局面，把過剩的的生產(chǎn)能力減下來，并尋求對生產(chǎn)設備及產(chǎn)品進行轉型和升級的方法。去產(chǎn)能的含義第一是淘汰一批生產(chǎn)能力很低、材料能耗很大的企業(yè)、生產(chǎn)方式落后的工廠;第二是要提高產(chǎn)品的附加值，從追求數(shù)量的增長到質量的增長，提高工人的勞動生產(chǎn)力。
