　　Taking economic development as central task is the center of the Chinese Communist Party’s basic policy in the primary stage of socialism. In order to develop the economy and correct the leftist ideology, the Party Central Committee convened the 3rd plenary session of the 11th Central Committee of the Party in December 1978, where the decision was made to shift the party’s focus onto economic development. This was the prelude to the reform and opening-up of China. Taking economic development as the central task is the focus of the development of socialism with Chinese characteristics and the key to invigorating the country, and is also the fundamental requirement of prosperity and long-lasting peace of the Party and country.
