　　《欽定憲法大綱》是光緒三十四年(1908年)中國(guó)晚清政府頒布的中國(guó)歷史上第一部憲法性文件。大綱共23條，由“君上大權(quán)”和“臣民權(quán)利義務(wù)”兩部分構(gòu)成。由憲政編查館參照1889年由明治天皇頒布的《日本帝國(guó)憲法》制定，刪去了限制君權(quán)的條款，充分體現(xiàn)了“大權(quán)統(tǒng)于朝廷”的立法旨意。彼時(shí)光緒帝因戊戌變法失敗被幽禁在中南海瀛臺(tái)，所以是以慈禧的名義頒布。

　　Imperial Constitution Outline

　　The Imperial Constitution Outline was the first constitutional document promulgated by the government of the late Qing Dynasty in the 34th year of Emperor Guangxu. With a total of 23 articles, it was composed of two parts: "supremacy of the monarch" and "rights and obligations of the officials and civilians". Formulated by the Constitutional Compilation Bureau with reference to the Constitution of Japanese Empire promulgated by Emperor Meiji in 1889, it deleted the clauses on the limitation of monarchic authority and fully reflected the concept “authority rises above the royal court”. Since Emperor Guangxu was imprisoned at Yingtai, Zhongnanhai due to the failure of the Hundred Days’ Reform, it was promulgated in the name of Ci Xi, the empress dowager.
