宋代為了削弱相權(quán),加強(qiáng)君權(quán)的重要舉措。三省長(zhǎng)官基本不參與政事,另設(shè)“中書門下”作為宰相辦公機(jī)構(gòu)。宰相只保留行政權(quán),軍政歸樞密院,財(cái)政歸“三司”,權(quán)力相互制衡。將政務(wù)、財(cái)政、監(jiān)察等權(quán)分開,而大權(quán)則系於皇帝手中。故宋代實(shí)行“二府三司”之中央政制。

Two Office and Three Division System
The two-office and three-division system was a major initiative to reduce the power of the prime minister and strengthen the power of the emperor in the Song Dynasty. With no participation in political affairs of the officers of the three divisions, the "Zhongshumenxia" was set up as the office for prime minister. The prime minisyer had only the administrative power, with the military and government affairs shifted to the privy council, and financial affairs to the "three offices". With checks and balances, the powers of government affairs, financial affairs and supervision were separated, except for the authority held by the emperor. Therefore, the central political system featuring two offices and three divisions was adopted in the Song Dynasty.
