　　The technological revolution is radically transforming how we inform ourselves. In just a few years, sources of information have multiplied, taken on numerous formats and become globalized. It is now possible to obtain immediately a wealth of material on the most varied of topics.

　　技術(shù)革命令我們獲取信息的方式發(fā)生深刻改變。數(shù)年之間，信息源成倍增多，形態(tài)多樣，且愈加國(guó)際化。如今，每個(gè)人都能在彈指間獲得關(guān)于各類(lèi)話題的大量信息。

　　These new circumstances provide tremendous opportunities for individual and societal development. However, such development can only take place if these opportunities are available to all. In a highly interconnected global society, a lack of equal access to information is a sure way to increase marginalization and rapid exclusion from the rest of the world. The purpose of this international day is to remind governments and all the stakeholders in civil society of the need to ensure truly universal access to information.

　　這些新的可能性對(duì)于個(gè)體和社會(huì)的發(fā)展都是絕佳的機(jī)會(huì)，但前提是面向所有人開(kāi)放。在一個(gè)彼此通連如此緊密的全球化社會(huì)中，無(wú)法享有平等的信息獲取權(quán)，就意味著更有可能被邊緣化，并迅速與世隔絕。今年普遍獲取信息國(guó)際日的宗旨就在于提醒各國(guó)政府和民間社會(huì)的所有行為者：必須確保真正實(shí)現(xiàn)信息的普遍獲取。

　　Fulfilment of this need is part of Sustainable Development Goal (SDG) 16 of the 2030 Agenda for Sustainable Development, which calls for action to “ensure public access to information and protect fundamental freedoms”.

　　這一要求被納入聯(lián)合國(guó)《2030年可持續(xù)發(fā)展議程》的第16項(xiàng)可持續(xù)發(fā)展目標(biāo)中，該目標(biāo)鼓勵(lì)“確保公眾獲得各種信息，保障基本自由”。

　　Access to information is directly linked to the enjoyment of basic rights and freedoms and influences the achievement of all the Sustainable Development Goals.

　　的確，信息獲取直接關(guān)系到享有各項(xiàng)自由和基本權(quán)利，并影響著所有可持續(xù)發(fā)展目標(biāo)的實(shí)現(xiàn)。

　　Being a well-informed citizen means being knowledgeable, having a critical mind, and being able to play an active part in community and national life.

　　充分獲取信息，意味著成為一位開(kāi)明且有批判精神的公民，有能力積極參與其社區(qū)和國(guó)家的生活。

　　It means having access to knowledge essential to one’s health and well-being.

　　It means having the educational resources that make it possible to enjoy lifelong learning and adapt to an ever-changing socioeconomic environment.

　　It means unlocking one's creative and innovative potential.

　　It also means being aware of the major challenges facing humanity – such as climate change, for example – and knowing how to respond in order to mitigate their effects.

　　充分獲取信息，意味著能夠獲得確保自身健康和福祉的重要知識(shí);意味著掌握教育資源，讓自己能夠終身受教并適應(yīng)不斷變化的社會(huì)經(jīng)濟(jì)環(huán)境;意味著激發(fā)自身創(chuàng)造和創(chuàng)新的潛能;還意味著充分了解當(dāng)今時(shí)代所面臨的氣候變化等重大挑戰(zhàn)，并知道如何加以回應(yīng)以減輕其危害。

　　Making universal access to information a reality requires action on a variety of fronts. States must develop adequate legislation and ensure universal access to the Internet. They must encourage multilingualism online and offline so that all communities can access essential knowledge in their native languages. They must also act to close the digital divide, which tends to perpetuate social and gender inequalities. Through its various programmes and by working alongside governments, UNESCO helps to combat these inequalities.

　　為確保公眾普遍獲得信息，必須從多方面入手。各國(guó)應(yīng)當(dāng)制定適當(dāng)?shù)姆�律法�?guī)，以確保普遍接入互聯(lián)網(wǎng)的權(quán)利;應(yīng)促進(jìn)線上和線下使用多種語(yǔ)言，從而讓各國(guó)民眾都能用母語(yǔ)獲取必要的知識(shí);還應(yīng)努力縮小數(shù)字鴻溝，這種鴻溝可能會(huì)使社會(huì)不平等和性別不平等現(xiàn)象持續(xù)存在。教科文組織通過(guò)其各項(xiàng)計(jì)劃，支持各國(guó)政府開(kāi)展打擊這些不平等現(xiàn)象的工作。

　　Finally, access to information is, without a doubt, a matter that concerns freedom of the press and the safety of journalists. UNESCO works tirelessly to remove the obstacles to a pluralistic and free press so that all citizens can benefit from reliable, verified and quality information.

　　此外，信息的獲取顯然也是一個(gè)與新聞自由和記者安全相關(guān)的問(wèn)題。教科文組織不懈地致力于為多元化自由媒體的良好運(yùn)行排除障礙，以便讓所有公民都能享有可靠、確鑿的高質(zhì)量信息。

　　The knowledge and information society that is currently taking shape holds bright promise. On this International Day for Universal Access to Information, let us work together to ensure that this promise bears fruit for all.

　　正在構(gòu)建之中的知識(shí)和信息型社會(huì)承載著美好的承諾。值此國(guó)際日之際，讓我們行動(dòng)起來(lái)，使這些承諾得到落實(shí)，并切實(shí)惠及每一個(gè)人。
