近年來，全球經(jīng)濟復(fù)蘇艱難，面臨下行風險和不確定性。近期，國際貨幣基金組織(IMF)略微下調(diào)了全球經(jīng)濟增長預(yù)測，指出經(jīng)濟和政治不確定性上升和部分市場波動性加劇導(dǎo)致下行風險加大。世界銀行(WBG)下調(diào)了2016年全球經(jīng)濟增長預(yù)測，強調(diào)為應(yīng)對加劇的經(jīng)濟下行風險，實施結(jié)構(gòu)性改革的緊迫性更加突出。世界貿(mào)易組織(WTO)認為，盡管出現(xiàn)了一些積極動向，但國際貿(mào)易前景仍不明朗，貿(mào)易保護主義措施不斷增多，給國際貿(mào)易政策環(huán)境帶來挑戰(zhàn)。國際勞工組織(ILO)預(yù)計，當前疲弱的全球經(jīng)濟增長難以彌合國際金融危機帶來的就業(yè)和社會差距。經(jīng)濟合作與發(fā)展組織(OECD)認為，勞動生產(chǎn)率存在下滑趨勢，未來全球經(jīng)濟增長依然存在不確定性。金融穩(wěn)定理事會(FSB)認為，全球經(jīng)濟和金融面臨的困難增多，結(jié)構(gòu)性挑戰(zhàn)突出。在此形勢下，加強國際經(jīng)濟政策協(xié)調(diào)的重要性凸顯。中國將以今年擔任二十國集團(G20)主席國為重要契機，致力于培育壯大包括創(chuàng)新在內(nèi)的新的經(jīng)濟增長點、深化結(jié)構(gòu)性改革尤其是供給側(cè)結(jié)構(gòu)性改革、促進投資和基礎(chǔ)設(shè)施建設(shè)、落實金融改革、促進貿(mào)易增長、增加更多更高質(zhì)量的就業(yè)機會、落實2030年可持續(xù)發(fā)展議程、應(yīng)對其他全球性挑戰(zhàn)，促進全球經(jīng)濟強勁、可持續(xù)和平衡增長。在此過程中，中國歡迎與WBG、IMF、WTO、ILO、OECD和FSB在相關(guān)領(lǐng)域加強政策溝通并開展合作。中國和與會各國際組織(以下簡稱“我們”)達成以下共識：

The global economy is sluggish andfaced with downside risks and uncertainties. Recently, the IMF has loweredslightly its global growth forecast and flagged rising downside risks arisingfrom higher economic and political uncertainty and increased volatility in somemarket segments. The World Bank lowered its forecast for global economic growthin 2016, and emphasized the need for greater urgency in implementing structuralreforms to counter stronger downside headwinds. The WTO has indicated uncertainnear term global trade growth prospects and a challenging international tradepolicy environment with rising protectionist measures, despite some positivedevelopments. The ILO expects the expansion of the global economy to be tooweak to close the employment and social gaps left by the internationalfinancial crisis. The OECD has pointed to declining productivity trends anduncertainties besetting future global growth. The FSB has noted that globaleconomic and financial difficulties were increasing and structural challengesbecame more pronounced. Against this backdrop, it is critical to enhanceinternational economic policy coordination. Taking the opportunity of holding theG20 presidency this year, China is committed to fostering innovation and othernew growth engines, deepening structural reform in particular on thesupply-side, promoting investment and infrastructure development, implementingfinancial reform, advocating growth in trade, adding more and better jobs,advancing the 2030 SustainableDevelopment Agenda and addressing other global challenges, in a bid toachieving stronger, sustainable and balanced growth for the global economy.During this process, we welcome stronger policy communication and ongoingcooperation between China and the World Bank Group, the IMF, the WTO, the ILO,the OECD and the FSB in the relevant areas.
