　　在國際風(fēng)云變幻中，我國堅(jiān)持獨(dú)立自主的和平外交政策，進(jìn)行了卓有成效的雙邊和多邊外交活動(dòng)，同世界各國和地區(qū)的友好合作關(guān)系不斷發(fā)展，我們堅(jiān)持原則，頂住壓力，維護(hù)了國家主權(quán)、領(lǐng)土完整和民族尊嚴(yán)。我國的國際地位日益提高。

　　Amidst international vicissitudes, China has adhered to an independent foreign policy of peace and conducted fruitful diplomatic activities in both bilateral and multilateral contexts. Meanwhile, China’s friendly relations and cooperation with other countries and regions have developed steadily. By sticking to principle and resisting pressure, we have safeguarded our state sovereignty, territorial integrity and national dignity, thus gradually raising our standing in the international community.

　　和平與發(fā)展仍然是當(dāng)今世界的兩大主題。國際局勢正在發(fā)生重大而深刻的變化。大國關(guān)系繼續(xù)調(diào)整。多元化的發(fā)展趨勢日益明顯。國際經(jīng)濟(jì)聯(lián)系日益密切，科學(xué)技術(shù)突飛猛進(jìn)，對(duì)世界政治、經(jīng)濟(jì)和社會(huì)的發(fā)展產(chǎn)生重要影響。在新的國際形勢下，我們要一如既往地奉行獨(dú)立自主的和平外交政策，進(jìn)一步開創(chuàng)外交工作的新局面。

　　Peace and development remain the two themes of the world today. The international situation is undergoing major and profound changes. Big powers continue to readjust their relations. The trend developing toward multipolarity has become increasingly apparent. International economic links are getting closer and science and technology are advancing by leaps and bounds, both of which are exerting a profound impact on world political, economic and social development. In the new international situation, we will, as always, continue to uphold our independent foreign policy of peace and open up new vistas in diplomatic work.

　　中美兩國元首成功的國事訪問，將兩國關(guān)系推向新的發(fā)展階段。我們希望，在中美三個(gè)聯(lián)合公報(bào)和中美聯(lián)合聲明的基礎(chǔ)上，雙方共同努力，求同存異，發(fā)展合作，推動(dòng)兩國關(guān)系取得實(shí)質(zhì)性進(jìn)展。

　　The successful state visits by the heads of state of China and the United States have ushered Sino-US relations into a new stage of development. We hope that the two sides can work together to seek common ground while putting aside differences and increase cooperation on the basis of the three Sino-US joint communiqués and the Sino-US Joint Statement so as to promote a new substantial developments in our bilateral relations.

　　中俄關(guān)系繼續(xù)發(fā)展，兩國簽署了《關(guān)于世界多極化和建立國際新秩序的聯(lián)合聲明》，并根據(jù)有關(guān)協(xié)定解決了東段國界的勘界問題。我們要進(jìn)一步擴(kuò)大兩國在經(jīng)貿(mào)、科技等領(lǐng)域的合作與交流，加強(qiáng)在國際問題上的磋商與合作。

　　Sino-Russian relations continue to develop. China and Russia signed the Joint Statement by the People’s Republic of China and the Establishment of a New International Order. We have completed demarcation work for the eastern section of our border in accordance with the relevant agreement. We should further expand the cooperation and exchanges between the two countries in such fields as economy, trade, science and technology and step up mutual consultation and cooperation on international issues.

　　中日關(guān)系總體上保持了發(fā)展的勢頭，我們支持日本走和平發(fā)展的道路，我們主張以史為鑒，著眼未來，妥善處理存在的問題與分歧，使兩國睦鄰友好合作關(guān)系取得新的發(fā)展。

　　Development in Sino-Japanese relations has on the whole maintained a good progressive momentum. We support Japan in taking the road to development throng peace. We maintain that it is necessary to draw lessons from history, set our eyes on the future and properly handle the existing problems and disagreements so as to make new improvements in the friendly relationship and good neighborly cooperation between the two countries.

　　中國愿意同歐盟和歐洲其他國家發(fā)展長期穩(wěn)定的互利合作關(guān)系。全面發(fā)展同其他發(fā)達(dá)國家的友好合作與交流，進(jìn)一步發(fā)展同周邊國家的睦鄰友好關(guān)系，同東盟建立長期睦鄰互信伙伴關(guān)系。加強(qiáng)同亞洲、非洲、拉丁美洲廣大發(fā)展中國家的團(tuán)結(jié)與合作，在國際和地區(qū)事務(wù)中密切磋商，相互支持，共同維護(hù)發(fā)展中國家的正當(dāng)權(quán)益。要努力探索經(jīng)濟(jì)合作的新途徑，發(fā)展互惠互利的新型經(jīng)貿(mào)關(guān)系。

　　China is ready to develop stable, long-term, mutually beneficial cooperative relations with the European Union and other European countries. We will develop our friendly cooperation and promote exchanges in an all-round way with other developed countries. We will further develop our friendly and good-neighborly relations with the countries bordering China. We will establish a long-term partnership of good-neighborliness and mutual trust with the Association of Southeast Asian Nations. We will strengthen our solidarity and cooperation with the vast number of developing countries in Asia, Africa and Latin America. We will enhance mutual consultation and render mutual support in regional and international affairs so as to jointly safeguard the rightful interests of developing countries. We will explore new ways of economic cooperation and develop new types of economic relations and trade of mutual benefit and reciprocity.

　　中國將繼續(xù)在聯(lián)合國事務(wù)中發(fā)揮建設(shè)性的作用，積極參與亞太經(jīng)合組織和亞歐會(huì)議的活動(dòng)，以及其他全球性、洲際性和區(qū)域性的多邊外交活動(dòng)。

　　China will continue to play a constructive role in the affairs of the United Nations. China will actively participate in the activities of the Asia-Pacific Economic Cooperation and the Asian-European Meeting and take part in other multilateral diplomatic activities of a global, intercontinental and regional nature.

　　中國政府一貫主張，國家之間的關(guān)系應(yīng)該建立在和平共處五項(xiàng)原則的基礎(chǔ)上，通過平等協(xié)商和平解決各種爭端，反對(duì)訴諸武力或以武力相威脅。中國堅(jiān)決反對(duì)任何形式的霸權(quán)主義，永遠(yuǎn)是維護(hù)世界和平與地區(qū)穩(wěn)定的重要力量。中國政府和人民愿意與各國政府和人民一道，為建立和平、穩(wěn)定、公正、合理的國際政治經(jīng)濟(jì)新秩序，為促進(jìn)世界和平與發(fā)展的崇高事業(yè)，做出自己應(yīng)有的貢獻(xiàn)。

　　The Chinese government has all along maintained that state-to-state relations should be established on the basis of the Five Principles of Peaceful Coexistence and that disputes should be settled peacefully through consultation on an equal footing. We oppose the use of force, or the threat of force. We maintain resolutely against hegemonism in whatever form, and will forever act as an important force in safeguarding world peace and regional stability. The Chinese government and people are ready to work with all other government and peoples of the world to make their due contribution to the establishment of a peaceful, stable, just and equitable new international political and economic order and to promotion of the lofty cause of world peace and development.
