The countries of the South have establishedthemselves as indispensable participants in theglobal socioeconomic arena. Despite worldwidemarket volatility, South-South foreign directinvestment is increasing. There are more and moreinstitutionalized forms of South-Southcooperation in the political and economic spheres. These trends prove that collaboration amongdeveloping countries is beneficial and thriving.

　　南方國家已確立了自己在全球社會(huì)經(jīng)濟(jì)舞臺(tái)上不可或缺的參與者地位。盡管全球市場(chǎng)波動(dòng)，但南南外國直接投資仍不斷增加。政治和經(jīng)濟(jì)領(lǐng)域中制度化的南南合作形式日益增加。這些趨勢(shì)證明了發(fā)展中國家之間的協(xié)作是有益的，也是蓬勃興旺的。

　　Now we must seize new opportunities to boost cooperation among developing countries, especially at this time of great promise as the international community carries out the 2030 Agenda for Sustainable Development and aims to realize its bold vision of a life of dignity forall people.

　　現(xiàn)在，我們必須抓住新的機(jī)遇，推動(dòng)發(fā)展中國家間的合作，在當(dāng)前這個(gè)充滿希望的時(shí)代尤其如此，因?yàn)槿缃�，國際社會(huì)正在執(zhí)行《2030年可持續(xù)發(fā)展議程》，致力于實(shí)現(xiàn)讓所有人民過上有尊嚴(yán)的生活的宏偉愿景。

　　A manifestation of solidarity amongst developing countries, South-South cooperationcontinues to significantly drive progress. Its role has been emphasized in the 2030 Agenda, theSendai Framework for Disaster Risk Reduction, the Addis Ababa Action Agenda, the ParisAgreement on climate change and the Agenda for Humanity. Now it is time to match thesecommitments with actions.

　　南南合作體現(xiàn)了發(fā)展中國家之間的團(tuán)結(jié)，必將繼續(xù)有力地推動(dòng)進(jìn)展。其作用已在《2030年議程》、《仙臺(tái)減少災(zāi)害風(fēng)險(xiǎn)框架》、《亞的斯亞貝巴行動(dòng)綱領(lǐng)》、《關(guān)于氣候變化的巴黎協(xié)定》及《人道議程》中得到強(qiáng)調(diào)�，F(xiàn)在是按照這些承諾采取相應(yīng)行動(dòng)的時(shí)候了。

　　This is essential to rising to the many grave challenges we face. While living standards haverisen across the global South, developing countries continue to struggle in the face ofnumerous and complex challenges that stall progress. Collective action is crucial.

　　這對(duì)迎接我們所面臨的諸多嚴(yán)峻挑戰(zhàn)而言至關(guān)重要。雖然全球南方的生活水平普遍提高，但發(fā)展中國家仍掙扎于眾多復(fù)雜的挑戰(zhàn)之中，難以取得進(jìn)展。必須采取集體行動(dòng)。

　　On combatting climate change, South-South and triangular cooperation can contribute tokeeping global warming to well below 2 degrees Celsius. In recognition of that potential, lastApril my office, in partnership with the United Nations Office for South-South Cooperation, launched the Southern Climate Partnership Incubator. This new initiative will foster andsupport collaboration for climate action.

　　在對(duì)抗氣候變化方面，南南合作和三角合作有助于將全球變暖幅度控制在遠(yuǎn)低于2攝氏度的水平。正是由于認(rèn)識(shí)到這一潛力，去年4月我的辦公室與聯(lián)合國南南合作辦公室協(xié)作啟動(dòng)了南南氣候合作伙伴孵化器倡議。這項(xiàng)新倡議將促進(jìn)并支持氣候行動(dòng)方面的合作。

　　As we mark the United Nations Day for South-South Cooperation, let us reaffirm ourcommitment to this invaluable means of achieving sustainable development and improvingthe lives of billions of people in the global South and beyond.

　　值此慶祝聯(lián)合國南南合作日之際，讓我們?cè)俅纬兄Z實(shí)現(xiàn)可持續(xù)發(fā)展，改善全球南方及其他地區(qū)數(shù)以十億計(jì)的人民的生活。
