Statement by Ambassador Zhang Jun at the Open Debate of the Security Council on “Children and Armed Conflict”

　　主席先生，

　　Mr. President,

　　這是我就任中國常駐代表以來，首次出席安理會(huì)正式會(huì)議。請?jiān)试S我借此機(jī)會(huì)，向你及各位同事致以親切的問候，期待與你們保持密切溝通、協(xié)調(diào)與合作。

　　As this is my first time to attend the formal meeting of the Security Council as the Permanent Representative of China, please allow me to take this opportunity to extend my cordial greetings to you and my colleagues here. I look forward to working with you in close communication and coordination.

　　中方感謝秘魯擔(dān)任安理會(huì)7月輪值主席所做工作，祝賀波蘭擔(dān)任安理會(huì)8月輪值主席，歡迎查普托維奇外長主持會(huì)議，感謝甘巴特別代表、福爾執(zhí)行主任以及其他通報(bào)人的發(fā)言。

　　China thanks Peru for the work it has done as President of the Council in July, and congratulates Poland on its assumption of the presidency of the Council in August. We welcome Foreign Minister Czaputowicz who chairs this meeting, and thank SRSG Gamba, Executive Director Fall and other briefers for their statements.

　　兒童是國家的希望。關(guān)愛兒童就是在呵護(hù)未來。近年來，國際社會(huì)為保護(hù)沖突中兒童作出巨大努力，取得積極進(jìn)展，但武裝沖突遠(yuǎn)未消除，甚至愈演愈烈，導(dǎo)致12000名兒童在2018年死亡或殘疾，創(chuàng)下新高。這一記錄令人難過，更讓人警醒，防止兒童遭受戰(zhàn)亂之苦、保護(hù)兒童安全成長，我們?nèi)沃囟�道遠(yuǎn)。

　　Children are the hope of every country. Caring for children is protecting our future. In recent years, the international community has made tremendous efforts to protect children in conflicts and achieved positive progress. But armed conflicts, far from being eliminated, have intensified, resulting in 12,000 children killed or maimed in 2018, a record high number. This is a very sad record, which serves as a reminder that we have heavy and arduous responsibility on our shoulders to protect children from the scourge of war so that they can grow up in safety and security.

　　中方反對并譴責(zé)武裝沖突中侵害兒童權(quán)益的行為，支持聯(lián)合國及安理會(huì)為保護(hù)武裝沖突中兒童所作的各項(xiàng)努力。我愿強(qiáng)調(diào)以下幾點(diǎn)：

　　China opposes and condemns violations of children’s rights and interests in armed conflicts and supports the efforts of the United Nations and the Security Council to protect children in armed conflicts. I would like to emphasize the following points:

　　第一，實(shí)現(xiàn)和平是對兒童的最好的保護(hù)。戰(zhàn)火沖突對兒童危害最大，預(yù)防和化解沖突是當(dāng)務(wù)之急、根本之道。安理會(huì)作為維護(hù)國際和平與安全的首要機(jī)構(gòu)，應(yīng)切實(shí)履職盡責(zé)，運(yùn)用《聯(lián)合國憲章》規(guī)定的斡旋、調(diào)解、對話、談判等政治手段，增進(jìn)同區(qū)域和次區(qū)域組織合作，支持和推動(dòng)沖突各方以和平方式解決爭端，為兒童成長營造安全環(huán)境。

　　First, achieving peace provides the best protection for children. As children bear the brunt of war and conflicts, preventing and resolving conflicts is a top priority. Being the primary organ for the maintenance of international peace and security, the Security Council should fulfill its duties by using all political means such as mediation, good offices, dialogue and negotiation as stipulated in the UN Charter, promote cooperation with regional and sub-regional organizations and support and urge parties to the conflict to resolve disputes by peaceful means so as to create a safe environment for children to grow up.

　　第二，支持當(dāng)事國承擔(dān)首要責(zé)任。執(zhí)行安理會(huì)關(guān)于保護(hù)兒童的決議，關(guān)鍵在于當(dāng)事國政府的努力與合作。國際社會(huì)應(yīng)充分尊重當(dāng)事國主導(dǎo)權(quán)，加強(qiáng)對話溝通，提供實(shí)實(shí)在在的支持和幫助，包括解決資金、技術(shù)等方面的實(shí)際困難。長遠(yuǎn)看，可持續(xù)發(fā)展是實(shí)現(xiàn)持久和平的支撐。國際社會(huì)應(yīng)尊重并保障當(dāng)事國作為發(fā)展中國家的地位和權(quán)益。

　　Second, we should support the countries concerned in taking up the primary responsibility. The key to implementing the Security Council’s resolution on the protection of children lies in the efforts and cooperation of the governments of the countries concerned. The international community should fully respect the leadership of the countries concerned, enhance dialogue and communication and provide effective support and assistance in addressing difficulties, including financial and technological ones. In the final analysis, sustainable development is the foundation underpinning lasting peace. The international community should respect and guarantee the rights of the countries concerned and their status as developing countries.

　　第三，凝聚國際合力，推動(dòng)標(biāo)本兼治。國際社會(huì)在解決沖突的整體努力中，應(yīng)將保護(hù)兒童作為有機(jī)組成部分，在政治談判及和平協(xié)議中予以高度重視。在推進(jìn)沖突后重建、建設(shè)和平戰(zhàn)略時(shí)，應(yīng)將兒童重返學(xué)校和回歸社會(huì)、加強(qiáng)保護(hù)兒童的機(jī)制建設(shè)等作為優(yōu)先事項(xiàng)，提供充足資源保障，加大發(fā)展援助，積極支持當(dāng)事國為消除貧困、普及教育、保護(hù)兒童各項(xiàng)權(quán)利作出努力。

　　Third, we should forge synergy in international efforts to tackle both the symptoms and the root causes of problems. In the collective endeavor of the international community to resolve conflicts, protection of children should be treated as an integral part and given full attention in political negotiations and peace agreements. In advancing the post-conflict reconstruction and peace-building strategy, we should give priority to children’s return to school and society, and enhancing the mechanisms for child protection. Adequate financial resources should be provided and development assistance should be scaled up. Countries concerned should be actively supported in their efforts to eradicate poverty, promote education and protect children’s rights.

　　中方愿同各方共同努力，讓沖突地區(qū)的兒童告別武器，遠(yuǎn)離戰(zhàn)爭，快樂而有尊嚴(yán)的生活，開創(chuàng)個(gè)人、國家和世界的美好未來。

　　China is ready to work with all parties in this respect, so that children in conflict areas can give up weapons, stay away from war, live a happy life in dignity, and create a bright future for themselves, their countries and the world.
