In this part you are going to hear a welcome speech by Mr. Vladimir Petrovsky, Director-General of the United Nations Office at <> at the opening ceremony for the Second Meeting of the States Parties to the Mine Ban Convention. Please interpret the speech into Chinese.

Mr. President,
Ladies and Gentlemen,
It is my great pleasure to welcome you all for the second meeting of the States Parties to the Mine Ban Convention. I would like to extend my greetings to you, Mr. President and to all the distinguished guests and delegates here today.
I would also like to recognize the presence of three generations of landmine survivors who have traveled here from many countries. They are a constant reminder of the urgency of achieving a total and universal ban on anti-personnel mines.
As a Special Representative of the Secretary-General to the Conference on Disarmament, I am very much encouraged by the many strides made towards the total eradication of anti-personnel mines which provide us with a good example for disarmament efforts in all directions. The opening of the International Center for demining here in Geneva in 1996 and the entering into force of the Mine-Ban Convention in March 1999 are a few of the milestones which merit special mention. The overwhelming commitment of the international community towards the goal of the complete eradication of the scourge of land-mines and the full implementation of the Convention is evident here today.
Governments and the public at large are increasingly recognizing the vital importance of success in this humanitarian undertaking and the costs of failure. The urgency conveyed by the theme chosen for this second meeting: "Every minute counts" is all too apt as 27 people are killed by landmines every day and 41 are seriously injured. One out of two victims is a child. As the human being should remain at the center of everything we do, assistance to victims must be accorded the highest political importance.
We at the United Nations, are deeply engaged in this work and are gratified that to date, more than 100 States have signed the Ottawa Convention, reaffirming their unwavering commitment to the total eradication of anti-personnel mines. It is one of a core group of treaties for which the UN Secretary-General is making a sustained effort during the Millennium Summit to encourage further adherence.
Finally, I would like to congratulate the artists whose paintings and sculptures exhibited here dramatize the enormity of the challenge posed by landmines. I would like to thank those who have organized the many side events that will take place here and throughout the city of < > in the coming days.

我很高興參加博鰲亞洲論壇首次年會。我愿意與大家共同探討新世紀新亞洲區(qū)域合作與發(fā)展的問題。
亞洲是地球上最大的洲,聚居著世界上60%的人口。資源十分豐富,歷史源遠流長,文化博大精深。去年11月,我國與東盟國家一致同意今后10年內逐步建立中國-東盟自由貿易區(qū),有關方面正就啟動談判進行接觸。這些將為亞洲國家和地區(qū)擴大交流、深化合作,提供重要渠道和機制。但是,與歐洲和北美區(qū)域合作相比,亞洲區(qū)域合作相對落后。一段時間以來,許多方面對亞洲區(qū)域合作的發(fā)展方向提出了不少獨到的見解。這里,我談幾點看法:
第一,以經(jīng)濟合作為重點,逐步拓展全方位合作。發(fā)展經(jīng)濟是亞洲各國的首要任務。從實際需要和實踐看,可以把貿易、交通、農(nóng)業(yè)、信息、能源作為優(yōu)先合作的領域,并逐步向其他領域擴展。
第二,立足現(xiàn)有合作渠道,不斷擴大合作范圍。東亞、南亞、西亞和中亞地理上相對獨立,經(jīng)濟發(fā)展各有特色。從便利性和有效性看,應首先加強次區(qū)域合作,在此基礎上,積極探索泛亞合作的途徑。
第三,實行開放式的地區(qū)合作。開放是亞洲文化的傳統(tǒng),合作不能自我封閉,更不能形成排他性集團。亞洲國家應通過APEC、亞歐會議和東亞-拉美合作論壇等渠道,進一步加強與各大洲國家的合作。
中國是亞洲的一員,有十三億人口。二十年來,中國堅定不移地推進改革開放,加速國民經(jīng)濟發(fā)展,促進人民生活改善。隨著新世紀的到來,中國現(xiàn)代化建設進入了新的階段,國民經(jīng)濟將以每年增長7%以上的速度持續(xù)向前發(fā)展。中國改革開放和現(xiàn)代化建設的新跨越,不僅將給中國人民帶來巨大福祉,也必將提供無限商機,為亞洲和世界經(jīng)濟合作開辟新的廣闊的空間。
