If man should exploit and transform nature in a destructive way, nature will inevitably respond in kind. Since the dawn of large-scale industrialization in the world, material wealth created by man has been growing at an unprecedented speed while havoc never seen before has been wrecked to our ecological environment as well as natural resources. History and reality warns us that man must conscientiously strive to live in harmony with nature and our development must be pursued in parallel with ecological improvement.

　　中國是生態(tài)文明建設(shè)的倡導(dǎo)者和實(shí)踐者，節(jié)約資源、保護(hù)環(huán)境已經(jīng)被確定為中國的基本國策。改革開放以來，中國現(xiàn)代化建設(shè)取得了舉世矚目的成就，但中國作為世界上最大發(fā)展中國家的地位沒有變，中國仍處在快速工業(yè)化、城市化進(jìn)程中。當(dāng)前，我們面臨的生態(tài)環(huán)境壓力越來越大，人民群眾對保護(hù)生態(tài)、治理污染的要求越來越強(qiáng)烈。中共十八大把生態(tài)文明建設(shè)擺在中國現(xiàn)代化建設(shè)全局的突出位置，提出了建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)，建設(shè)美麗中國的目標(biāo)。

　　China actively champions and engages itself in ecological conservation. Resource conservation and environmental protection have become China’s basic national policy. Since the launch of reform and opening-up, China has made widely recognized achievements in its modernization drive. Yet China remains the world’s largest developing country that is in the middle of accelerated industrialization and urbanization. Currently, we face mounting ecological and environmental pressure and greater demand from the people to protect the environment and treat pollution. The 18th CPC National Congress gave prominence to ecological conservation in China’s modernization drive and set the goal to build a resource conserving and environmentally friendly society and a beautiful China.

　　建設(shè)生態(tài)文明，中國正在行動(dòng)。中國正在落實(shí)“十二五”期間單位GDP能耗降低16%、碳強(qiáng)度降低17%、主要污染物排放總量減少8%～10%等約束性指標(biāo)，加快工業(yè)、建筑、交通等重點(diǎn)領(lǐng)域節(jié)能減排，深入實(shí)施大氣污染防治行動(dòng)計(jì)劃。中國積極參與全球環(huán)境治理，認(rèn)真履行有關(guān)國際環(huán)境協(xié)議，并不斷加大對發(fā)展中國家的資金、技術(shù)和人才培訓(xùn)等幫助，努力為全球生態(tài)安全作出貢獻(xiàn)。

　　China is taking concrete actions to build a sound ecosystem. We are working toward the binding targets of reducing energy consumption per unit of GDP by 16%, cutting carbon intensity by 17% and slashing the discharge of major pollutants by 8-10% for the 12th Five-year Plan period. We are making accelerated efforts to conserve energy and reduce emissions in such priority sectors as industry, construction and transportation, and are pressing ahead with the action plan on air pollution prevention and treatment. In addition, China has played an active part in global environmental governance, earnestly implemented relevant international environmental agreements, scaled up assistance to other developing countries in funding, technology and personnel training, and worked hard to contribute to global ecological security.
